The Illinois Tollway hereby informs industry via this Notice of Intent (“NOI”) of an upcoming Request for Qualifications (“RFQ”) solicitation associated with pavement and structural preservation and rehabilitation, and drainage improvements on Illinois Route 390 Tollway between Mile Post 6.0 (US Route 20/Lake St) to Mile Post 13.0 (I-290/Eisenhower Expressway). The Project is anticipated to be delivered under a Design-Build contract.

The intent of this NOI is solely to inform industry of the Project in order for prospective Proposers to start preparing for the upcoming procurement. A stipend is anticipated to be offered for responsive proposals during the Request for Proposals (“RFP”) phase.

OVERVIEW OF DESIGN-BUILD PROCUREMENT PROCESS
This Project will be procured through a two-step process, consisting of Step 1: an RFQ phase followed by Step 2: an RFP phase. The Tollway’s Design-Build Master Planner has advanced the Project’s design to approximately 30% which shall be considered a Conceptual Design. The Conceptual Design will serve as the basis for the first step in the procurement (i.e. the RFQ). The Illinois Tollway will assess Proposer’ Statement of Qualifications (“SOQ”) relevant to the Project’s scope and goals. The Illinois Tollway will evaluate each response to the RFQ and shortlist Proposers eligible to respond to the subsequent RFP.

After the RFP is published by the Illinois Tollway, shortlisted Proposers may respond to the RFP, which may include development and submittal of Alternative Technical Concepts (“ATCs”). The RFP shall consist of two components: (I) Technical Proposal, and (II) Price Proposal. ATCs submitted by Proposers are equal or better suggested changes to the Illinois Tollway’s specified concept plan, project scope, or specified design and construction criteria.

After RFP responses are submitted, they will be reviewed and evaluated by the Illinois Tollway. The Technical Proposal will be scored and a total weighted score combining the Technical Proposal and Price Proposal will be determined. The Proposer with the highest total score will be designated as the apparent best value proposer.
